Job Summary: The CSU Engineering Lead will be responsible for providing technical guidance to the project team and participate in the formulation of commissioning and operating services policies during planning, commission, start and initial operations. Ensures the overall administration and technical direction, coordination, testing and direct line responsibilities in the field commissioning. Major Responsibilities: • Work closely with the stakeholders including technical support groups, maintenance team and contractors, to ensure that scheduled works are planned and performed in a safe, efficient, and cost-effective manner and in accordance standards and procedures. • Support disciplines within CSU and the Operations team during Installation, Commissioning, and Startup, in order to maximize system reliability and availability. • Ensure contractors' compliance to project quality requirements and the works are executed as per IFC drawings, standards, codes, and project specifications. • Ensures the Zero Accident Philosophy is incorporated into every aspect of Commissioning/Startup activities. Actively participates in safety programs. • Ensure contractors' compliance to the project ES&H plans. • Work with customers and Specialist Project Engineers and resident engineering and operating personnel, vendors to coordinate commissioning activities. • Support project contracts team during early contract formation including generation of scopes of work for field contracts and active participation in bid evaluations, and clarification meetings. • Ensure that all necessary documentation is developed and documented appropriately including permits. • Understand work breakdown structure, packaging philosophy, scoping and preparation of Test packages, Loop packages etc. • Supervise project commissioning program ensuring, lessons learned, commissioning productivity initiatives, datacentric commissioning and other work processes being effectively implemented. • Provides technical support of equipment performance during commissioning and startup. • Establishes and maintains contacts with client, supplier, regulatory bodies, project management, engineering, and field personnel. Represents startup on project teams as assigned. • Reviews Commissioning/Startup plans, schedules, and works with team members to meet completion dates. • Establishes and implements plans, instructions, procedures, and work process improvements to ensure the safe, timely, and economical delivery of Commissioning / Start up activities to meet project requirements. • Integrates interdisciplinary schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties Education and Experience Requirements: Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience Required Knowledge and Skills: Proven commissioning experience on large industrial projects/energy process plants Broad technical experience of commissioning, startup, operation, maintenance, and testing of Mechanical Systems/Components of Oil & Gas Processing Facilities. Good Knowledge and Understanding of engineering systems, applications of startup and operations; and previous experience in Commissioning roles with 3 years of relevant experience in the LNG or Cracker Units/ Petro Chemical Projects is mandatory. Experience in Brown Field Works, Tie-Ins (Mech, Piping), Pre-assemblies, shutdown works including Pre-Turn Around and post Turn Around. Experience in inspection and certifying all testing. Exposure to construction rigging and brown field work permits, System Turnover walkdown, As-Built Documentation.
